my uncle is an administrative officer in rajasthan(RAS) . he has been suspended for the past 3 years. his investigation is pending with the Anti corruption Bureau. Is there a law under which enables reinstatement of suspended officers who have pending investigations for 3 years or more?

Dear Ms. Joshi,
There is no law as such dealing with the issue raised by you as far as investigation is concerned but your uncle definitely has an alternate remedy of approaching High Court under Writ Jurisdiction with a prayer of reinstatement or disposal of investigation in a fix time. Kindly go for Writ you will definitely get some strong relief.
