Section 3 & 4

Hello

This is my first post on the forum, so let me begin by introducing myself. My name is Elvis, I'm currently in 1st year of LLB

While studying criminal law, it has come to my notice that section 3 &4 of IPC are similar to each other. They both dictate the provisions concerning the extra-territorial jurisdiction of the IPC. Can someone explain to me how these two sections are different from each other?
