Securing my land

I am constructing a boundary wall to secure my property which comes around 35cents of land. I am done with the wall for the two sides of the plot. now I have one more side to go which is the south side. A small group of local people residents near to my plot has come up with resistance preventing me from creating wall at one of the side. This is the south side of the property. The Trivandrum Co-operation had taken my land for thier road construction and they created a retaining wall or basement at this side of my land. Now I want to build the rest of my wall on the top of this basement. The local people say that this basement belongs to the co-operation and they are not allowing me to go ahead with my construction while these people who are residents near to my property themselves have build their boundary walls over the co-orporation basements. I have all the documents and plan of my land. Even there are 8 of my coconut trees along this side of the boundary line. In what way I can get legal support from court or from police to go ahead with my construction to secure my property. The local political leader or the councillor is a lady and she is supporting those local people. She says I need to get concent from the Co-orporation to create my wall on top of the basement which I think is just a way she found out to block me from proceeding.
