Society not transfering ownership

My father passed away without making a will.

But he submitted a nomination form wherein he nominated me 100%.

There are only two legal heirs, myself and my brother.

I wish to share 50% of the ownership of the flat with him.

For this, we both prepared a affidavit-cum-declaration wherein we are stating we both are the only legal heirs and we will have equal rights over the flat. We have even published a public notice in 2 local newspapers for inviting objections in ownership transfer as per bye-laws no. 38.

The society is not accepting this. They want succession certificate, which will cost me 2.5 lacs and will take 1 year.

What should I do to make the society accept this transfer of ownership?
