Stamp duty for christian widow in maharashtra

Hello All:

My father has left a will of his 33% share in his property to my mother and sister to be distributed equally among them. My question, does my mother have to pay the stamp duty or other costs (besides legal fees for probating the will) to the Maharashtra Government. I have heard that Widows are exempt from Stamp duty. The property is based in Navi Mumbai, Maharashtra. My sister has to pay the stamp duty subject to a maximum of Rs 75,000 of the 33% + legal cost. We are Christians and not sure whether the rules differ based on religion.

For probation of will after he death there is no need for submitting any stamp duty.

Since it is an immovable property and it needs to be registered and legally transferred to my mothers name, wont their be a cost for the same (government tax levied on property transactions, which is a stamp duty), which I understand is a state subject hence the local rules apply and in my case it is Maharashtra govt?
