Temporary registration vehicle accident

My wife met with an accident driving her scooter which is temporary registration vehicle and wasn't for 1year. The other party suffered minor skull fracture and would cost100000 for entire treatment. We spent 35000 until now and personally admitted to hospital and also followed up with the doctor for all the 2 days. Even though my wife suffered a fracture. Our insurance expired 1 month back. Now I am not sure what the expectations are but mentioned to the patient can be shifted to government hospital where the cost of surgery is free for white ration card holders.
