Transfer on medical ground

Hello,

           I am Narayana, working as Junior Telecom Officer(JTO)in BSNL, Himachal Pradesh. I was posted in OFC maintenance work. It is a field work. I have to travel almost every day. I need to climb the hills. I have to stand for entire day. I have to work in the snow.I cannot even get time take rest. I have been working in this field for two years.

           Recently I have got health problem. I am suffering with neck and back pain. Doctor said that, there is some change in bone structure. He said "if this problem will be more, you will get paralized".

          I showed doctor's report and x ray to my DGM. I requested him to give me transfer from field work to any other office work. I have even forwarded same to my CGM.

          But they are not giving me transfer. My SDE said to me "go on leave". I am on leave for one month. Still there is no response. I cannot go on leave for ever. I cannot live without salary. At the same time I cannot do this field work with back pain. My life is in risk.

           Can any one please tell me what should I do? Where should I complain. Weather it is civil court or CAT or human rights commission or any other place.

          Where will I get immediate justice.

          I am totally confused, please guide me.
