Tribal/Customer laws over religion

Dear Esteemed
Could you please suggest me about the importance of Tribal/Customary Laws over the constitution that;
1. Can any community lay down a set of bye laws as per their context in order to keep peace and harmony in the community over the issues of further sets of Religion.
2. How important is the customary laws in regards to the Indian Constitution to keep the culture and customs of the tribal in respect to religion/denomination.

The fact is that "A village council had set/limited to adopt/practice only two denominations in the village/community in order to avoid the disharmony, conflicts also to ease the pressure and over burden of villagers. But handful people disregarded and broken the set norms threatened to get a legal actions" Your kind suggestion and support are ever welcome and valued

Still the case is not clear. Based on what can be understood from the statements, the Constitution will prevail. In order to go to court, there must be a specific case or action by the council, which the other side can challenge in a court of law.
