Is it possible for Non resident Indians and Overseas Indians (OCI) possess two different nationals passport, say Indian Passport and Germany Passport?

No not at all. An NRI are indian citizen who are living aboard and they does not require visa to visit india, whereas other person who are living overseas and are of indian origin requires visa but in some case like PIO card holder are allowed to visit india without any visa for some years.
