What action can be taken to defaulter on non co-op society m

I live in Ahmedabad, we are non co-op society. One of member stopped paying maintenance since more than 10 years. No other member or secretary interested in taking action. Another ground floor member built wall surrounding his flat which is in society premices. What action can I take as individual? Kindly suggest

You can give complaint to cooperative society management in your apartment or you can give complaint to cooperative socieities registrar/commissioner in your state.

Dear sir, Thank you for reply. Ours is not co-op housing society. Can I still complaint to registrar?
