My brother was working in PVT Ltd company in navi mumbai. From last 1 year company paid half payment due to market situation and said we pay later on. My brother was died road in accident when he was travelling to company. but now company owner not paying pending salary (80000/-). so what action taken against employer, please help me.

Does your brother has any legal heirs! The Legal Heirs can file a complaint with the Labour Department - covering the place of office where your brother was working - file a claim statement with the death certificate and legal heir certificate (can be obtained from the Tehsildar). If he had died in an accident while travelling to office it is deemed to be an accident arising in the course of employment and hence the legal heirs are entitled to compensation also, under the Employees' Compensation Act (earlier known as Workmen's Compensation) Act. Hence the Legal Heirs can also file claim before the competent authority - usually the labour commissioner for compensation.
