What is Certificate case by bank in the court of Exe. Magis?

What is Certificate case by bank in the court of Exe. Magistrate(Bihar/Jharkhand)? By which Act it is governed? Can anybody provide me the link of that act? Thanks

certificate case means recovery of money by the bank before the Certificate oficer under Bengal Public Demands Recovery Act: a century old act and need to be scraped.
