31% HC JUDGESHIP VACANT 12/23/2008 More than 31%-- or 277-- of 886 judgeship, in 21 High Courts across India are vacant, Parliament was told today. But in a written reply in the Rajya Sabha, Law and Justice Minister Hans Raj Bhardwaj denied that the collegium system of selecting judges was causing ‘serious delays’ in appointments. ‘No, Sir,’ Bhardwaj said replying to Independent Member from Karnataka Rajeev Chandrasekhar who inquired if the present system ‘is causing serious delays in such appointments.’ Asked about steps being taken to reduce delays, Bhardwaj said ‘the government has been reminding all consulters to follow time frame in giving their views.’ According to a count taken five days ago, on December 17, Uttarakhand High Court had no vacancy. The High Court of Allahabad had 87 vacancies, Punjab and Haryana, 20, Patna and Andhra Pradesh, 19 each, Calcutta, 18, Madras and Bombay, 15 each, Kerala, 13, and Chhattisgarh and Gujarat, 12 each. The High Court of Jharkhand had 10 vacancies, Delhi, nine, Rajasthan, eight, Orissa, five, Madhya Pradesh and Guahati, four each, Jammu and Kashmir, three, Sikkim, two, and Himachal Pradesh and Karnataka, one each.
