In a plea filed by Advocate R.K. Kapoor, a division bench of Delhi High Court headed by Justice Sanjeev Khanna was informed by the High Court's administrative department counsel  that the vacant positions of Judges required in the Judicial Services cannot be filled up due to lack of adequate infrastructure.
 
Adv. Kapoor had alleged that the State Judicial Service has violated constitutional rights of six candidates by selecting them in the Judicial Service but not appointing them in the judiciary. He further stated that general public is suffering due to this as thousands of cases are pending.
