SC Dismisses Plea To Hold Biennial Polls On 4 RS Seats In J&K ]1/23/2009 The Supreme Court dismissed a petition filed by Jammu and Kashmir Panthers Party chief Bhim Singh seeking directions to the Election Commission of India to hold biennial elections for all the four Rajya Sabha seats from the border state at one go. A bench comprising Chief Justice K G Balakrishnan and Justice P Sathasivam told the petitioner that he can challenge the Election Commission notification after it has been issued. Out of the four seats, three belonged to the Jammu region and one was from Kashmir valley. Earlier Prof Bhim Singh had contended before the court that his representation was already rejected by the Election Commission. According to the petitioner, the Election Commission was going to hold elections only for three Rajya Sabha seats, which would benefit the big parties and would be detrimental to the smaller parties in the state.
