The Bombay High Court today stayed the admission process for junior colleges in the metropolis for three days after a PIL was filed opposing a 2003 formula for enrolment proposed by the Maharashtra Government. According to the 70:30 formula, 70 per cent seats are to be reserved for local students (of the district where the institute is located) and rest for those coming from other areas. A Division Bench of Chief Justice Swatanter Kumar and Justice A. P. Deshpande stayed the process while hearing the PIL filed by Thane Corporator Pratap Sarnaik alleging that implementation of the formula will cause serious prejudice to students and defeat the purpose of attaining higher merits. A government resolution, issued in 2003, has been put into effect after a letter was sent to all colleges on July 4 asking them to implement the formula. The court observed that the 70:30 ratio was "very disproportionate" and asked the state to file its say within three days. The next hearing on the PIL will be on Monday and till then the admission process has been put on hold by the court.
