 BANGALORE: Chief Justice of India K G Balakrishnan has warned that continued delay in disposal of cases may lead to a revolt by people.naugurating a conference on `ADR -- Conciliation and Mediation' on Saturday, Justice Balarkrishnan said there have to be restraints on the number of adjournments in cases to ensure speedy disposal. Expressing concern over inadequate court infrastructure, he said that at any point of time, at least 2,000 posts are vacant. "This is due to the fact that judges are hired after a vacancy and training takes some time. We want to increase their number from the present 16,000 in the country by at least 10%. We need support from the states," he said. He added that in countries like Singapore, litigants have to pay hearing costs and so, advocates don't seek many adjournments. Stating that alternative dispute resolution (ADR) methods like arbitration and conciliation go a long way in easing the pressures on courts, the CJI regretted that less than 5% of cases in India are settled through ADR. Governor H R Bhardwaj said Karnataka has always pioneered judicial reforms, including computerization of the system. While calling upon other states to take lessons from Karnataka, he referred to the recent violence in the high court and said in a lighter vein: "Don't take lessons from that. It is not at all the Karnataka model."
