he Supreme Court issued notice to the Haryana Public Service Commission (HPSC) on a petition challenging the decision of the Haryana Government to conduct preliminary examination for recruitment of Haryana Civil Judges in the state. A bench comprising Chief Justice K G Balakrishnan and Justice P Sathasivam issued the notice after hearing the counsel for the petitioner, who contended that the State Government order is violative of the Punjab Civil Services (Judicial Branch) Rules 1951, which does not talk of any preliminary examinations. The State Government had issued an advertisement on September 15, inviting applications to fill up 78 posts of judicial officers in the state. The Punjab and Haryana High Court dismissed the petition of the appellants vide order dated November 10, 2008. Petitioners Jasbir Singh Malik and Satish Kumar have come in appeal against the High Court order. A two-hour preliminary test carries 120 questions.
