Breach of Industrial Construction Contract by Contractee

We (Contractor) were hired for industrial construction work( with material) and which was expanded further. Every Three to four months we used to get work award letter for the further expansion. For initial 2.50 years payment was made as per the bills raised. Suddenly the payment was stopped without assigning any reason on the pretext that the higher authority has to take the decision for the payment and the person signing the agreement refused to convey the contact details of the higher authority. Consequently the work was stopped by us. Some of the sections of the industry have already come into production as on date and some are in the final finishing stage. The payment amount is very high and as contractor is unable to meet out the liability of the market (its creditors)
