Is enclosing common passage area authorised? is it legal?

Some flats in our housing society in Mumbai has common passage area just outside the main entrance door of the flats. Our society has allowed the members to enclose this area. Members have constructed additional safety door to enclosed this area. I don't think civic authorities permission is taken for this. Our society also charges nominal monthly amount to these members for enclosing the area.

Can society do so? Does it have authority to sanction enclosure of common passage area? Is it not unauthorised to enclose common passage area? Is this legal? Can civic authorities take action against this act of society and / or members? Can any member of the society complain to BMC?
