I have 3 plots in Punjab adjacent to each other, all are rectangular but not equal sizes. I want to know is there any provision where I can combine and partition these 3 plots into two plots of equal area.

You shall get "PLAN" approved by the concerned local body to make into two plots.

Is there any specific context for this query?
Who has done the plotting?
What is the necessity to combine them and again 'partition' them?
What do you mean by "partition"?
T. Kalaiselvan, Advocate (Advocate) 19 June 2023
A lot consolidation plat is essentially a re-mapping of two or more adjacent lots or parcels of land, combining them into one larger parcel. (This is effectively the reverse of a subdivision plat, in which a larger property is subdivided into multiple lots.)
Two or more adjacent plots otherwise separate, when are used as one single plot is called amalgamation. For the purpose prior permission of the land holding authority is required.

It would be better to consult a local prudent lawyer with relevant records for proper analyses of facts, professional advise and necessary proceeding.
