Legal heir ship certifiate

Insurance Company is insisting submission of Legal Heir cert to settle Insurance claim. We are in Mulund in Mumbai. Pl advice court who will issue cert. and approx cost with the documents required to be submitted

Legal heir certificate will be issued by tahsildar in tamilnadu after due verification. not by any court,
