No construction since 2 years, is 100% refund possible?

 

Total cost of the property: 24 lacs (apprx)

Booking amount paid: Rs. 4,40,000 in October 2010 (all cheque payments)

An agreement was signed on a stamp paper showing property allocation.

Agreement says, 20% cancellation charges.

After booking, communication was mostly verbal about the status etc.

No construction started till date.

No registration Or stamp duty process been done till date.

 

Aug 2012: Builder sent a letter (Aug 2012) stating reasons for delay and gave a new date of possession, April 2014.

The construction work has still not started and the letter says, will start in next 03 months.

 

There are few more customers who are willing to cancel their agreement.

Kindly advise how can I get full refund including the interest on my money?
