Possibility of criminal action against electricity supplier

The Electricity connection to our home is Single Phase. We are persistently facing Continuous Voltage Fluctuation on our AC Mains Single Phase Supply Line. This is due to the generation of "HARMONICS" from the operation of Single Phase Welding Machine by some other Consumer, from the same Supply Line.Electricity Supplier Company is not heeding to our persistent complaints on this issue.We suspect that the Electricity Supplier Company Officials' Inaction is in connivance with the Welding Consumer."HARMONICS" from Welding is dangerous to life span and efficiency of Electrical and Electronic Appliances, injurious to health and eyesight, and hence is illegal.

Is their possibility of Criminal Action in Court,against Electricity Supplier Company and it's Officials,against supplying low quality electricity dangerous to Public ?

You cannot file criminal case, but ofcourse you can file a case in consumer court for deficiency of service for rectifying the problem and claiming damages.

You may approach the Electricity board office in your locality with a written complaint about the present crisis and problems you face due to fluctuations.  The department will inspect and change your supply line if necessary or will be able to provide you some relief by any alternate means.  However, if your written complaint fails to invoke any response, you may issue a legal notice demanding the proper service failing which you may approach consumer forum for deficiency of service.
