Property issue

My father got a plot/site from a state government through court judgement. The plot has assigned by collector with a allotment bond. We do not have any registered document or patta. My father died after two years of plot allotment by the collector. We do not have any other documents to sale the property other than collector issued bond. 

Now my mother want to sale the plot, use the money for her medical and monthly survival. She is aged 70 years and would like to use the money for fixed deposit and use the interest for her monthly maintenance and medical expenses.

My mother is the legal wife and has two childrens. Her name is registered in most of the government documents. And father has exwife and has a daughter. 

My father was taken care till his deadth by my mother but not ex-family. 

We have the legal allotment bond given by the collector.

Please suggest us how my mother can sale the property without getting any problems from ex-family or from the registrar.

Need your valuable suggestion.

A land which was assigned  by Collector cannot be registered unless you have to get permission from the Collector concerned to sale the property.

by mentioning the bond the said property can be sold to third parties. whether your mother is legal or illegal it does not matter. even if your father leads life with other women in his life time, on his death all the persons will be the legal heirs of the said property. so instead of making litigation to the property, try to share the property in between the legal heirs of yor father. If your father executed any Registered Will the law is different, if he dies intestate then the law is above discussed. Further I opined that basing on the bond, legal heirs of your father is having every right to alienate the property whether they are legal women or illegal women.
