Re. sikkim manipal university exams

Hi, I am doing my PG in Comp Science in ODL mode via SMU, recently UGC has enforced that the exams cannot be conducted outside the state of Sikkim following which SMU filled a writ petition which has now been rejected my Hon High Court of Sikkim. I downloaded the judgment from the public site of the court and it appears that SMU has been breaking the rules laid down by UGC. Firstly all the students from all over India will not be able to reach Sikkim for exams given the constraints and most people are working class. Since the University has not made it clear at time of admission can we request for refund also can we file a case at out own locations re. the same please help
