Bearer Cheques

Can a Public Trust governed by the Bombay Public Trust Act be allowed to issue bearer cheques to individual family members of a firm  for work done in the Trust premises?

It is not a small amount but lakhs paid for equipment supply & installation.

We hear that though cheques are in the names of these individuals the Trust peons went to the bank withdrew the monies and handed it back to the office bearers who then paid the parties in cash.

The bank book shows payment made to these individuals.

There is a hint of misappropriation too.

What can Trust members do??
