Can a builder charge property tax before assessment by bmc

Hi.

I have moved into a new building around 2 months back. The Building has got the occupation certificate also during the same time.

The Builder has still not handed over the society. The BMC assessment for property tax is also pending.

However the builder has started charging Property tax to the members on adhoc basis.

My query is 

1. Can the builder charge property tax to the members, if the BMC assessment is not done.

2. From what date does BMC charge property tax - date of OC or from date of Possession by member?

Builder can take property assesment charges later it can hand it over to society once it gets formed

builder in this way is making a provision for it

BMC property tax in reality is related to the plot which bmc charges on per annum basis once oc is given builder shud form a co-op society it is society which decides maintainence charges however a builder is collecting in your case ask builder and to form a society asap
