Can a no costs order be challenged ?

Dear all eminent lawyers,

My case in brief.. The apartment was in my father's name and he gifted it to me via a registered gift deed.

However this society was refusing me membership on frivolous grounds.

Finally after 5 years I approached the deputy registrar.

After around an year of hearings and litigation the order was in my favour. However it has still to be implemented although.

However the registrar has passed a no cost order.

I want to know from this forum

1. Weather I can ask for costs in a higher forum ( Joint registrar)

2. If yes what is the procedure and the time frame in which I can approach the higher forum ( Joint registrar)

3. Does the law usually allows costs in such cases.

4. If yes how much costs can I ask for.

5. If I approach the higher authority (joint registrar) will the higher authority put the entire order on hold till it  decides on the costs.

May be or may not be we cannot assure costs will be awarded if challenged ,it is discretion not mandatory  contact any advocate.
