Can goons controlling the commercial co-op society deprive lawful owner of electrical power on the pretext of disputed arrears ?

It's pure goondaraj and judiciary is in slumber very proud of its great achievement of huge backlog of cases - a world record fit enough for Guiness Book of records.

In the present case a few goons controlling the commercial co-op society have played havoc with a senior citizen owner of a compact office room with the sole intentions of grabbing it by hook or crook.

The poor guy is laughed out by onlookers for his trouble instead of helping him.

Is it law ful for the society to disallow installation of electricity meter on the pretext of arrears which are disputed in CC & Coop Court in Mumbai and result of stopping issuing of bills on the pretext of illegally built room in spite of proper agreement. Any expert here to answer the query rather than making pun. TIA
