Can we get the order back?

Dear sirs,

My father had inherited one D-form patta land in the year 1979.He had cultivated many crops before the year 2000 and due to prevailing draught conditions he could not cultivate from 2001-2005.The MRO of the concerned area cancelled our patta showing this as violation of the patta. We had approached the high court and showed all the proofs of previous cultivations and got the writ order in favour of us in 2007.Since then we regularly cultivated the land and even now we have crop in the land.But the problem is the concerned MRO has not implemented the high court's order and now provoking the near by village people that this is government land and can be occupied by any one.

Under this circumstances again if we go to high court for "contempt  of order"and get the order in favour of us, it has to be implemented by the MRO only.We are struck here.Can you experts show us some guidence.
