Career in legal department for software engg

Hello,

I am software engg working with Philips Healthcare from past 4 years. In healthcare deoartment we have to follow many regulations and security and privacy laws by different governing bodies. I was looking into changing my work in this area realted to IPR. My query is what kind of courses or certifications are required for this. Is fulltime law degree required? How this courses work in International level , supposeif i move to Singapore will that still be valid?
