Civil contempt proceedings - related

Dear Seniors and Experts,

 

In an Order in WP, Cal HC, on 7th Jan 2021, directed Lower Civil Court to dispose Civil Suit (Title Suit) within 9 months. Due to various 'NO ADVERSE ORDER' resolutions of BAR as well as COVID 3rd wave protocol, courts were mostly dysfunctional during these period. First bipartite hearing was conducted in Dec 2021 where the OP came with lame excuses and filing Time Petition, etc., These dragging technique or misuse of Court Procedure is being played by OP. Judge did not restrict their Time Petition but keeps granting and also gives date not less than 30 days. And a petition filed u/s 340 CrPC is being handled (Mishandled) by the civil court which is EXTRA-JURISDICTIONAL and JUDICIAL ADVENTURE. Are these grounds ripe to file Contempt Notice to the Civil Judge? 

I am defendant in Civil Suit and Petitioner in WP.

The court determining an appeal will correct errors by the trial judge and the right of appeal ensures that, as far as possible, courts arrive at correct decisions. The decisions of appellate courts are fully reasoned, widely available and they do not always pull their punches.
