Consumer forum confusion .

what can be done ,if .

the broadband is in my father's name , but I am using the service and paying the bills , and there is deficiency in service, father took the connection for our studies ?

my father is weak man and has undergone surgery and he cannot do the arguing and standing things .

bsnl is service provider . and there is deficiency in service . each time i made the complaint they closed it , and they made me run from pillar to post to get it rectified .
bsnl also changed my plan without infoming to me and by virtue of that fact sent me a bill of rs8000.

being a student i cannot afford that , what do do ? according to trai regulations and citizen charters bsnl violated many rules . what can be done regarding the same ?

can anyone point me towards consumer forum petition ? can i write the rules and point in the petition which bsnl has violated ?

how to calculate compensations? as it affected my studies and studies of sisters .

 

secondly , i am reading conflicting information regarding RTI and Consumer forum .

can i can file a complaint at consumer forum if there is no answer ? or wrong and misleading answer ? as sometimes waiting for the answer is not possible and information tend to be critical .

since the connection is in the name of your father, your father only can file a petition in consumer forum. Instead you submit your grievance to TRAI.

Since the connection of broadband is in your father's name so he is consumer of BSNL but you can file complaint in the name of your father with his authority and can raise your grivances and make arguments in consumer court.

i already filed complains at trai bsnl has been dodging those complaints and submitting false report at trai .


yes telephone is my father's name , but i am paying for it , but does not who pays for the service is also liable to get compensastion ? i have proofs , i paid by cheque .

Section 2 (d) (ii) of the Consumer Protection Act, 1986 says

(d) "consumer" means any person who

(ii) hires or avails of any services for a consideration .............and includes any beneficiary of such services other than the person who hires ---------------when such services are availed of with the approval of the first mentioned person.

Hence as a beneficiary you are "consumer" and you can file the complaint. Only you produce letter of approval from your father
