Correction of date of birth in birth certificate

I was on a particular date of January in 1998, in Bihar. Yet, due to a clerical error, my date of Birth was incorrectly mentioned as having taken place in December, 1998. In those days, people had to self report the birth of their child to the Birth Registrar. 

What is the appropriate legal way for me to get this error rectified ?

Since I was stuck with this date of birth, it has been mentioned in my Passport and Aadhar card too. Due to the babudom attitude prevailing in Bihar, it was difficult for my parents to had it recitified earlier.

What kind of evidence will I have to submit to rectify it ?

And finally, what is the time frame in which such a request will be approved.

Need to concern local authority with the document.

As you were aware about the attitude of authority you can't expect the time frame for it.
