You can file eviction suit against your tenant on ground of default in making payments of rent and after getting decision in your favour, may get attached his valuables through court.

The notice is stated to have been refused is presumed properly served, file a suit for eviction and recovery of arrears of rent with mesne profits through a local prudent lawyer.
Legally you cannot break open the lock and/or take over the demised premises of tenant without prior permission of Court / police.
