Dependent certificate

Hi my mother in law has passed away recently who was a central government employee. Her parents were depending on my mother in law and my mother in law had added her parents name in SR to get pension benefits to them. It is informed to us by my mother in law's office  staffs that we need get Dependent certificate from VAO/ Taluk office to get Pension but if we check with VAO offices they are giving us lot of confusing answers. can anyone please clarify that Dependent certificate is required , if it is required can we get the dependent certificate after the death of my mother in law?

1)In fact they should not insist since ur mother in law has has added parents name provided they are alive. 2) Yes

What are those confusing answers, which the VOA office gave?

Some says we can not get Dependency Certificate after the person death

some other says we can get it

some other says that you don't need Dependency certificate if your mother in law have added her parent's name in SR. 

These are the kind of answers i am getting!
