Financial Upgradation with held due to missing confidential

I am a central government employee.As per the revised rules of 6th pay comission i am elligible for a financial upgradation on completion of 10 years of service.But, the upgradation is withheld on the ground that a confidential report for a breif period of 6 months is found missing from controlling office.The head of the office is reluctant to take up the clearence of the confidential report matter since the tenure of the report period doesnt fall in the current head jurisdiction.I wrote to my controlling office regarding this issue but idid not get any reply.I am confused now how to get my due financiaal upgration,which is stopped due to negligence of my  bosses.kindly advice me.

If your department falls within jurisdiction of any administrative tribunal  file a case there. Otherwise go for a writ before High Court.
