Is collector permission mandatory?

If it is a conditional sale colectors permission is required.Otherwise  transfer of property by  way of sale lease etc is  permission is required from collector.

You can also file application seeking such information under RTI Act to State Public Information officer, Office of the Collecror, Thane, after affixing Rs.10/- court fee stamp in prescribed applicaiton format .  You can seek information as follows:

1.Please inform whether the stipulation "The allottee shall not transfer/lease or sale the said tenement without prior permission of the collector for purchase of the following property is applicable, and provide such copy of notification/orders/circular that states that permission is not mandatory
