Is it legal to charge parking fee in shopping complex?

Is it legal to charge parking fee for parking area of a shopping complex? One shopping complex has only under ground parking area and they charge Rs 50/- for cars and RS 5/- for two wheelers which will be deducted in bill only if we purchase from any shop in that shopping complex,and they claim it to avoid using parking space except their constomers.

Another shopping complex charge for using the parking space around the building which is the only parking space available for people coming to that building and no way to get it refunded.


So, is building owner legally bound to provide parking space for commercial buildings, and any provisions in law to charge parking fee?

It depends upon the rules and regulation that agreed beween the parties.

Sir, it is acceptable to levy parking fees in a shopping complex for the reason that that space is used only for parking and no other income is there from that space to the owner. 

If there is an option that if a customer buys from one [articular shop in the complex, the parking fees is deducted, then it indicates that there is an agreement between that shop owner and the owner of the complex to that effect. There the shop owner wants to attract customers by this tactics. 

This principle applies to deduction in parking fees in any shop of the complex too. It depends on the terms and conditions between shop owners and the owner of the complex.
