Leave and license agreement vs lease

Respected Members ,

I wont to know about that if the property given on lease then the municipal corporation under Bombay Provincial Municipal Corporations Act, 1949 borrow the rent amount 's 56 % amount as a tax exampel if your rent is 1000 then 560 as a property tax on the rent but my question is if the "leave and license agreement" then they can borrow the 56 % of rent amount ? my question is in shadow of the question decided by the case law "Mohan Sons (Bombay) P.ltd Vs Lady Sonno Jamsetji Jejeebhoy AIR 1976 Bom 417. in that case LEASE VS LICENSE when the lease is different  from license then  municipal corporation only have right of borrow the tax on rent amount ? please answer the qustion
