Mutation in revenue records

Father's 10 acres land went to his 3 legal heirs (wife, son, daughter) after his death without any will.

All the 3 heirs went to revenue office to mutate their 3 names in the land records.
They produced - death certificate, their family ration card

Thasildar / MRO rejected the mutation application
Reason given is:
- Ration card does not show all the heirs of the property
  ex1: deceased mother also will be a heir which will normally will not be shown in ration card
  ex2: deceased heirs (dead son / daughter) also will not be shown in ration card
- Need succession certificate / legal heir certificate from COURT to mutate the land records

Is this the procedure how it works ?
Does this family need to get succession / legal heir certificate form COURT to mutate land entries ?

The mutation procedure differs from state to state, to which state you belongs.
