New charges for property registration

Dear Team;

          I'm residing outside India, and had booked a flat in Thane recently. I have a planned vacation starting 30th April 2022, and we decided to complete the registration procedure during vacation. Suddenly you all know that Maharashtra Govt has declared an additional 1% cess on property registration. 

         I'm not able to perform a POA due to unavailability of appointments in Indian embassy here. 

         The question is "I've already paid my share of Stamp duty fees to the builder. If builder pays the stamp duty before 31st March, can we do the property registration after April 2022 without paying additional cess imposed by govt?

no. stamps duty is paid on the day of execution of document. if you execute your registration in April then stamp duty will be calculate according to april rate.
