@Helping Hand...Beautiful Answer. We should always try to avoid litigations. However, I suggest that the reasons for saying no should be found out. If the reasons are not acceptable, try to recover at least engagement expenses.

You should ideally do nothing...if the boy is not ready simply search another groom...your sister will not be happy with him even if the marriage is solemnized...
As for damages, if the amount is large you can claim compensation legally...
