owning the property/flat

I own a society flat in Delhi in my name and I have booked another society flat in my wife's name. I have made full payment and now for allotment they are asking for affedevit where it has to declare that no one in the family holds any flat/plot/membership in Delhi/NCR.
Now what to do ? Shall my wife declare that her husband(thats me) holds another flat ? or shall we give affedevit declaring that we do not hold any other property?
My flat is in my name in co-op housing society and this society is in litigation with builder and high court has put stay on sale purchase of flats.Can I gift my existing flat to my mother mentioning that after the removal of court order it would be registered in her name with proper registration process? can a gift deed be made on plain paper ? I would be greatful if you reply fast.

In the matter of immoveable property like flat in your case only registered gift deed is required and no plain paper shall work.

Thanks, but in my case registery and transfer are prohibited(stay) on sale purchase of flat. what is the alternative.

secondly what about affedevit to be submitted by wife for allotment of new flat in another society? Should that be given.
