I don't think your sister could get a registration certificate without her husband being alive.  Now she has to approach the court to a legal status i.e, she has to file a suit for declaration that she is the wife of her husband and get an judgment.  In my opinion only this could be done.

Your sister can file an application for succession certificate, through this your sister will not only prove herself as wife but also get all the bank balance and other property belongs to your husband.

is Marriage certificate is required in divorce case or only marriage proof is enough(Photos, Invitation card)?
