Yes,Article 21A read with 73 and 74 amendment to the constitution; which resoundingly declares NO child left behind. But, we need to ponder over if it is going in the right directions? to quote from the world renouned Educationist Sir.Ken Robinson: "The irony in America, under the Education policy of No Child Left Behind; has left behind million of Children in the School" This is exactly what we are doing in our Schools in India, under the Educaion policy of Right to Free and compulsory Education act 2009.

Right to education means that every child has a right to free education. We do have the act there and also the article but in reality this is not the case in India. I believe that it would take another at least 50 years for India to be able to implement a right to primary education.

Article 21 and Article 21 A provide for Free and compulsaryeductin for children  between the ages ofd 6 and 14 is  a laudable amendm, ent and piece of  legislation and constitutional amendment and the correspondingRight/ to free and compulsory education of children Act 2009.. Along with Midday meal Scheme to these children so as to cover their nutritional  needs dropout rates would be less.At least they/the chilsdren would be literate if not educated  capable of reading books in their mother tongue, and also in English if  they are admitted in quality Private schools under 25% quota to be reimbursed by the Central Government later to these private schools. They/children know basic  calculations such as +,, -, X,  divisions and would be able to  work out small problems based on  these symbols. If they are interested in  they may study further and opt for Distance esucation where fee is very less compared to  private or regular Government colleges. There are many great people including scientists who came from humble backgrounds and rose to become Scientists, President  of countries or Prime Ministers. But implementation of the act should not be lax. HRD MINIstry of Central  Government and the Natiuonal Counil are monitoring and  checking  the  activities of  strict implementation of the act which should be transparent and more accountable.

Another  great and renowned World Education Leader Like Sir.Ken Robinson, once stated "Knowledge is Free for all, but we need to bring our container". Everyday, our children also take their containers to the School, but how much is filled in their container by their teachers, as they return home, is the million dollar  question that require to be address, by all right thinking citizen of India:
