Role of a proxy - societies rgistration act

In the State of Telangana ( earlier a combined State of Andhra Pradesh), several apartment owners' associations are formed and registered under AP Societies Registration Act, 2001. In many of such Associations, the owners are residng abroad. The properties are being purchased through Power of Attorny Holders, generally the GPA Holder will be one of their parents. 

These GPA holders are prevented bythe Associations from becoming members of Executive Committee,  because they (i.e.GPA holder) are not an Owner of a flat..

The point is whether it is appropriate on the part of a GPA holder to participate in the proceedings of the Association and become a member of the EC by virtue of being a GPA holder. Is a GPA holder permitted by Law to question the actions of the EC? Or the GPA holder should obtain a proxy from the flat owner and participate in the proceeding of the Association?

What is the legal position of this apsect?
