Vehicle seizure for non payment of ka road tax

Dear Experts

There is very peculiar situation happening in Karnataka where KA Govt has passed a law saying that any vehicle in state for more than 30 days will have to pay state road tax. KA road tax is amongst highest in India and RTO is forcefully siezing vehicles and documents from owners of vehicles registered in other states. 

Since the vehicles are registered in home state and RC mentions that it is valid to drive through-out india, then is it constitutionally valid on part of KA RTO to sieze vehicles?

Also, central motor MV act allows a vehicle to be present in other states for upto 11 months without changing registeration. Can state govt. over-ride that law? It is important to note here that state govt law has not been signed by President of India.

What is the best legal way to get a stay of activities of KA RTO till the matter is decided in courts of law?
