Abkari excise wine shop realted query in telengana

I have query related to Abkari excise department of telengana.

A person who has been alloted wine shop in lottery by telangana  government

But that had booked on 420 case by police for forging documents and criminal case is running in court

Is he eligible for allotment of wine shop and how to proceed for his licence callelation
